We tend to get more dry than the norm during the winter months. Sometimes your lotion/cream and oils do not give you that 24 hour moisture. Make sure you use creams instead of lotion if you have dry legs. And please stop putting lotion on your face. Apply moisturizer to the face. Lotion is for your body. Your skin has different textures all over your body, so they need specific and special attention.
First squeeze one slice of lemon lime inside bowl. Removing the seeds of course. Add half a cup of coconut oil, vitamin e oil OR olive oil and lastly one and a half cup of brown sugar. MIX. Rub on legs while massaging for about 2 mins. Wipe off with paper towel. DO NOT take off in the tub because it will clog your tub and it will be very slippery.
After you exfoliate, now you can give yourself a leg treatment. Read below for ingredients.

I LOVE using Pink lemonade fizz and cool melon kiwi cooling gel lotion by bath & body works. They both have the ingredient, Dimethcone, which is a silicone derivative. This is one of the ingredients that is used on Face primers. Silicone and Silicone Derivatives protects and softens the skin. Leaving a smooth and silky finish. After applying this lotion gel to your legs, you will absolutely LOVE IT! No Greasy feeling. Just soft smooth legs.
Walgreens has body gels as well. I love the gels over the lotions for my legs.
